Answer: If you are referring to the cardboard surrounding the inside of the lamp socket, this should not be removed and part of the design. It serves as insulation for the socket for safety. -

Answer: The USB outlet works fine with the light off. It has to however be plugged to a power source obviously. If it's plugged in to a switched outlet and the outlet is off, of course it will not work. -
